Uganda Constitution
The constitution of Uganda is the basis on which all that is legal in the country is hinged. Article 244 provides that parliament shall enact laws regulating the exploitation and development of minerals, and such exploitation shall take into account the interests of the individual land owners, local governments and the government. The constitution further states that all minerals are held by the government on behalf of the people of Uganda.

Regulatory Body
Promotion and regulation of the oil and gas sector has been initially undertaken by the Ministry of Energy and Mineral Development through the Petroleum Exploration and Production Department, (PEPD). Under the National Oil and Gas Policy, the Ministry will handle the policy aspects, while regulatory and commercial aspects will be handled by Petroleum Authority of Uganda (PAU) and Uganda National Oil Company (NATOIL) respectively.

The Cabinet of Uganda on 30th January, 2008 approved the National Oil and Gas Policy. This document was intended to provide guidelines to the development of Uganda’s emerging oil and gas industry following the discovery of commercial prospects. The National Oil and Gas policy takes cognisance of the various Acts and Regulations that provide the legal frame work for development and exploitation of oil and gas. Thus;
